Are you friends or are you dating? It sounds like you're only friends now. So you have to remember this, women love romance! When you are going to ask her out (or propose) do something real special. Take her on a picnic (away from a lot of people) with some wine and snacks, just before sun down. Or take her to a fancy restaurant (like drop $100 or more on the meal) and buy her roses. Over the top stuff that oozes romance. Whatever she likes, if you are her friend then you should know what she likes.
Then get the courage to ask her out (or to marry her).
If your really unsure about her love for you, wait before asking and start asking her questions about her future. (Like children, buying her first house, stuff like that.) See if you are in the picture at all in her mind. If this is marriage we're talking about, you better know that she wants you for life. Remember this marriage is wonderful but it isn't easy. If you guys aren't in love you can forget it! (Take it from me, I've been married 8 years.)

Try to make it a fun experience. When I asked my wife to marry me it was just after she told me she was pregnant. I asked her, "Well if your sure it's mine, I guess we can go to Vegas in 24 hours."
