DO NOT MIX BLEACH AND LIQUID DISH DETERGENTS,, that is a huge NO NO. It releases a toxic gas that will eventually give you a liver disorder.
If you want to use bleach the correct measure is 2 T to a sink of just water to rinse them in and it needs to set for at least 10 minutes before you dip the items in it to rinse, if this is stainless steel items you never put them in bleach anyway. A good hot washing will kill the mold or a run through your dishwasher.

I, personally, use about 1/2 cup of bleach to a sink of hot water and detergent every time I wash dishes ... mould or not.

Most dishwashers have a "sanitize" setting, and that would do it. Or, put the utensils in the kitchen sink, pour in boiling water and let it cool before you add soap and wash them down.

Put a couple teaspoons of bleach in a bowl full of hot water & drop them in there foe a few minutes.
Restaurants use bleach as a sanitizer.

Soak them in bleach for a couple of hours; Should kill anything left that would be dangerous, or if they aren*t plastic, try boiling them for 20 minutes.
