Because he WAS fuzzy...fuzzy, was he (wazzy)..as in "I remember when he used to be fuzzy"
either that or hes that other type of fuzzy...the one that happens to a woman's legs 2 days after she shaves

Because he had hair on his underwear. This was an old childhood rhyme.
Fuzzy Wuzzy was a bear,
Fuzzy Wuzzy had no hair,
Only on his underwear.

Maybe he was fuzzy at birth, but lost all his hair when he got older...just like some humans do!

It's like calling a man who is 6' 8" tall and over 300 pounds "Tiny."
It's like calling someone who is very slow "Lightning."
It's like calling a balding man "Curly."
It's a sardonic application of reverse association.
Get it, "Einstein?" (lol)
