Mineral spirits, terpintine, or paint thinner, and yes - even water; these things break down the enzymes in the carpet glue, and then can the be wiped or scraped away.
I am I carpet Installer by trade, and You can actually just put new flooring right over it (carpet, pad, vinyl tile, wood, etc). So really, removing the glue would probably be alot of unecessary work.

To remove any glue you must use the base ingredient of the glue to rewet the solution. For example PVC pipe glue uses acetone as the base solvent. An oil-based paint uses mineral spirits. Get a copy of the MSD sheet and determine the base solvent.
