Yes, the government knew, but I don't believe people looked the other way. I don't believe that the average American realizes, or realized that this problem would eventually become an issue.
Millions of Americans have employed illegal aliens (yes and legal aliens also) for lower pay. The burden is as much the fault of the host country as it is for people wishing to come to America.
But, the word burden is incorrect. America is a revolving country...supposedly based on strength from the masses.
But at somepoint, citizens must protect their jobs, intererests, and all else against the myriad of foreigners.

Of course, they knew. It was a matter of economics. There were many businesses that needed cheap labor...well below the amount paid to American workers. There were jobs that many Americans would not take....so they looked the other way and let the illegals infiltrate America. They didn't realize that this would eventually turn into a nightmare, but it shows you how stupid our Senators and Congressmen really are. They still aren't doing the right thing. This is unfortunately one of the weaknesses of a democracy. Everyone who has a vote has to make his/her point even if it takes 20 years to complete the program.

No one expected that their offspring would become a political force. Once that happened, a politician that would have lost a race typically, could go get the backing of this large group and win a position he is not qualified for. Then use his power for his own purposes. All he has to do is toss thees voters a cookie here and there and BAM, he's the man.

It is kind of difficult to catch that many people crossing the borders with so little security and no one really worried about it until the job market got weak.
