The last thing happened to my system was a MODEM change. when I was taking the previous MODEM out it caught a small part on the mainboard(a resistant or condenser I think) and pull it out, then I soldered it.
Here is my System information:
MAINBOARD: MSI 865 PE Neo2 (chip 865 Intel)
CPU: (2.4 celeron Intel)
RAM: (256 MB speed:133MHz but the mainboard offers 233MHz)
HDD: (80 GB Maxtor)
DVD-ROM & CD-RW & FDD
GRAPHIC CARD: (ATI Radeon 9550)
MODEM: (Zoltrix Smart Spirit)
FIREWIRE CARD: (Z-cyber)
P.S. : the mainboard has a software that shows the sensors datas. It shows that CPU core voltage is 2.60 while it should be 1.5v.
and the 12v is 1.80

When you solderd that part back in, were you carefull not to fry the part itself or the board, also was the part destroyed possibly? make sure your machine isnt overheating, Does it only do this on hot days? try (carefully) removing the new modem and see if the problem still persists, troubleshoot the issue and move backwards in what you did to cause this to start happening.

You should run virus scan before you do anything else. Avirus could cause waht your discribing. then try shutting down your computer, wait 10 min then restart it. If that doesn't help, you should call your manufactorer and explain the problem.

checkout your smps properly working or not, connect another smps to testing.
