I don't think I have come across this person but if he is being rude, obscene or insulting then yes they should.
It would only ban the name though I think, he could always get a new ID and return so it is pretty pointless!
The best thing to do is to ignore him and don't answer any of the questions he posts. He will get bored soon enough.

Don't know. I have nevr seen any of his questions. But if his question are not within the community guidelines yes he could end up getting banned.

if the questions done meet the community guildines then you can report them for abuse. dont reply back to them for the 2 points as it makes you as bad as them. just report the abuse and move on.

Ya he/she is annoying. Its topics are somewhat acceptable but he/she's grammer is so horrible is hurts to read her/his posts.
