Yes, you can most definitely have sex during the menstrual cycle.
It is not dirty and a great lubricant. The blood is a result of the uterus shedding its lining after preparing for a baby so how could that be nasty. If you are both clean there should not be a problem.
Many women enjoy sex more during their period. Some do not. Especially during the first few days because she is tender, sore and maybe cramping. Their is not a increased chance of infection.
This is very individualized and again if both of you are clean then what is the problem? It is a decision you both have to make and be comfortable with.
