Can anyone desing a free logo and template for my forum ?

I know a website where they do it but can anyone over here do it for me as I am not so good at it I have photoshop but have no clue how to give animations to it and paste it on the site. Any admins here with some suggestions ! Anyone who completes my query gets 10 points !
