Well it depends. Are you speaking per capita or are you speaking cash reserves or overall net assets? The USA in over all assets but if you are looking at per capita it would probably be Bahrain, Brunei, Dubai, Kuwait (counting only Kuwaiti citizens and not the legions of foreign workers), and Saudi Arabia. Maybe you are not speaking of the governements at all, maybe you are speaking of personal or corporate wealth. Please clarify.
