A master teacher is one that has years of experience, and often holds a higher licensure (in states that offer tiered licenses).
In my state, New Mexico, a "master" teacher holds a Level 3 Licensure, which involves having a Master's degree, at LEAST 7 years of experience (may submit for movement to Level 3 in one's 6th year of teaching), and meet the following standards:

The first column is Level 1 (new teachers). The second column is Level 2 (full teachers... you can stay at level 2 the rest of your career, if you wish). The third column is Level 3 (master teachers).
Yes, every standard must be met to keep one's license.
