Three ways:
1) take that up with your neighbor over this noisy nuisance and get him to stop it immediately
2) call the police if the problem persists; or
3) if you are constantly aggravated by that noisy car alarm, then take that fool to court and sue him.

Talk to your neighbor. If he does nothing, call the police. If they can't do anything, file a civil suit against your neighbor for disturbing the peace with malice.
