how to say this in a literary way
the Empress Dowager:there's something odd about me, I won't execute someone when he asked me to.I've got this strange temper, Because you've asked me to put you to death, I won't do that.

There is about me something strange; I will not execute a man upon his own request. 'Tis my humour that decides my whim: because you bid me make an end to you, that, I vow, I shall not do.
("Humour" in the old medical sense!)

Do you want it completely reworded? The way it is written now is a bit confusing having no knowledge of what is going on with the story or characters, but...
taking a stab in the dark I would write it this way:
The Empress Dowager: You've asked me to put you to death and I will not do it. There's an oddness to me, a strange temper, and I will not execute someone who asks for such punishment.

Because he asked for death, the Empress Dowager refused him. If he had begged for his life, she would have gladly put him to death. Her perversity forbid her to grant him his wish.
