I know this is a simple program, because I've seen it on the internet before, but I have no idea how it works.

They change the symbols to confuse you but the pattern emerges if you write it out.

11 - 2 = 9
12 - 3 = 9
13 - 4 = 9
14 - 5 = 9
...
21 - 3 = 18
22 - 4 = 18
23 - 5 = 18

Any number selected within a given decade (like 11 to 20, 21 to 30) will resolve to the same number. The designers place the same symbol into each decade in this position.

Becasue of the way the numbers are subtracted, the answer is always going to be a multiple of 9. If you look at the chart, the same symbol shows up for 9, 18, 27, 36, etc. They change the symbols around every time so you won't catch on, but if you do it a few times, you will see that they always show you the symbol that is given for #9.

x : your two digit number
x=10a+b
x - (a+b) = 9a
You can see : all the number that can be divided by 9 (except 99) have the same image.
