They do my friend. I have seen 2 matches which were stopped for the reasons u've stated above. One was in the premiership where the snow was falling thick, rendering visibility poor. so the match was called off. the other match involving rain, the pitch was too soggy for a good game. the match was at walking pace, so the match was rescheduled.
