You are always going to have those.
Don't buy into it, only you can make you happy, and well and successful.
It takes determination, will, perseverance and a lot of time. It is worth it in the end.
Trust me, there will always be someone who wants to knock you down to make them feel better about themselves, They are the little people. Just shrug it off and move on!

The question is too broad. Nobody operates with kindness 100% of the time, nor anyone operates with evil 100% of the time. By what standards are you judging? 80%? Would someone that does 80% nice things and 20% mean things be considered a kind person?
Perhaps a better question is: What percentage of the average person's actions are kind and loving, as opposed to hateful and mean?
Or maybe: What percentage of the population try to be good, and what percentage try to be bad?
But even these questions are based on opinions. There is an opinion on what is kind, how kind an action is, etc. What may be considered kind to one person may be rude to another.
As for the segment holding you back, I think every person in the world faces that segment, although it's not the same segment to everyone. It's merely part of life to have people tell you you're wrong, dreaming, or a failure. But there are also people to encourage and congratulate and support you. Focus on them. If you can't find any, decide for yourself what the right thing to do is. Then, many years later, when you're on your deathbed, you can at least say that you tried your best and did what you felt was the right thing with the information you had at the time.

It's human instinct, a survival of the fittest type of thing in my opinion. Envy and power also plays a large role.
To answer your question, I don't think you can simplify it as you asked it. I would say most people operate differently in different situations. I have seen some really nice people do some nasty things in certain situations, especially if they feel threatened (i.e. a person fearing a co-worker will get promoted b4 he, etc.). I have seen voilient criminal act with love & kindness within their comfort zone.

Most people are selfish...unfortunately...only very few people operate with true kindness, integrity and love, for totally selfless reasons. (although one does not know anyone else's TRUE inner intentions...I would venture to say that Mother Theresa is an example of one such person).

Most people at least some of the time operate with compassion etc. But certainly not everyone and not all the time.

some people do, but the majority of people are more self-centered and put themselves above others, especially strangers. There is an attitude of " I have to look out for number one, because nobody else will" There is some validity to that too.

I believe we are in this world for a reason and that reason is to help and to love and be kind to each other. There are a lot of unkind and cruel people and then there are those that would give you the shirt off their back.
