Use a FLASH program... like Micromedia Flash.
You can take pictures and make them into a nice looking video...
or you can just make an Animated GIF, with out a Flash program.
What you described above is an Animated GIF, you can do that easyer then FLASH.
Adobe CS2 is AWSOME for this too... but flash is WAY better...

well i am a pro movie editor so i have some experience so what you want to do is clip the picture into three and then put it in timeline like
windows movie maker or macs final cut pro and then put your other pics so that you can save it as jpeg or jpg. was i helpful to you?

Windows movie maker (IT's free software usually comes with winxp)
You can also add audio tracks to it if u want

You can create animated .gif's. Macromedia Fireworks does this nicely. Search download.com for "animated .gif" and you will find some other software to do this.
