If she's a bully, then too bad! She hurts other people, and she needs to know that what she does to people is wrong. If she gets her feeling hurt, then maybe she'll know how her victims feel--this is called empathy, and is considered a good thing, because when you have empathy, you don't want to hurt people, because then that hurts you. TELL HER.

People like that, i'm sorry to say, don't learn until either they've been bullied themselves or get a good talking to by a friend. I don't mean a "you're doing something wrong" kind of talk, I mean a firm, friendly but still serious advice kind of talk.
