It depends on what you want to use it for. It you want to use it as a springboard into a career as a programmer, Java, 100%. It has WAY more features than VB could dream of and is being used a lot more today than VB. That, and though Sun created Java, Java works on all platforms easily, Windows, Mac, Unix, you name it. If you just want to learn a basic programming language that allows you to make a few neat programs, Visual Basic. It is, as the name suggests, a much more basic language. It's an easier place to get a quick foothold and make programs quickly. That's why it's used in so many high schools to teach computer programming.

Visual Basic is windows based programming language it is very easy to learn coz it's user friendly. Java has a vast field it is more than a programming language if u want a good career and a real programmer go for java.

Since you are asking this question, I assume you know little about software engineering.
Programming Language is not as important as the basic skill of analysis and design.
If you are to do any programming in the future, you will likely to learn many different programming languages based on the strength of the language and what the application is required to do.
Understanding of how to analyze requirements, and design software will be key to create good software application. Then learn followings:
- Software development cycle
- Object Oriented Analysis (OOA)
- Object Oriented Design (OOD)
- Design Pattern
- UML
- Computer Architecture
- Operation System
Having said that, I will recommend you to start with C++ as to your first language to build your basic skill. Once you understand this language, picking up basic Visual Basic and Java will be a one week each thing for you to do.
I always recommend Sam's 24 hours series. It give you great overview of the topic. You can dig in deeper easier once you have bigger picture. And, you should try write something (not just read).

visual basic is better to learn, as Java is controlled by Sun Corp.
Microsoft has more leniency and allows more developers to learn their programming better than Sun

visual basic is easy to learn , but if you want to develop enterprise solutions then you have implement object oriented concepts ,these concepts are excellent in java,so i refer java is easy ,first you have to do some extra work,once you got that then you can develop anything in java easily.

Yes im 100% agree with MT's Comments. In future whatever the language you learn you have to be strong on design concepts such as OOP, design Patterns, RDMBS etc. So fist try to have a solid foundation on that. then it will be very easy to switch between languages.
