Initially I would say Ice Man. But Torch can reach temperatures of the supernova level as mentioned in the movie. So I would say that wouldn't bode to well for Ice Man. Vinal Verdict:

Iceman. Why? First, Iceman can reconstitute himself from a puddle. Iceman cannot be melted. Second, he can generate moisture in the air so there will be some enough humidity around The Human Torch. Or iceman just freeze the air around the human torch, not letting him get any oxygen to burn.

People might think: Hey, Iceman beat Pyro in X3 so he would beat the Torch. But pyro only manipulates the flame. It only seems to be getting bigger because he makes it spread. But Torch actually generates flame, and if were whippin out movie stuff, as you may recall from The Fantastic Four movie Torch could generate up to supernova levels. That would smoke Iceman.(no pun intended)

major key is that Ice man is mutant meaning its in his genes...
human torch is not a mutant he was exposed to "cosmic rays" and if you ever read in his comics his flame last only so long so its not a matter per se of heat vs cold but of mutant verses accidental exposure that changed DNA.
so based on that ice man would ultimately win
to the dude that thinks temp matters to human torch wrong he can go into supernova at will

Great question. An excerpt proving Ice Man would kick Human Torch's butt:
Iceman uses his sub-zero powers to stop criminals cold. A mutant, he has the ability to pull moisture out of the air and lower its temperature to below freezing.
Below freezing, so no matter how hot human torch's defense would be, below freezing would render him powerless .. my opinion, as erroneous as it may be.
