I bought a CD from ebay and it's been over a month and haven't received it, they had 100% feedback when I bought it but now they have around 38% from numerous buyers like me saying they couldn't contact and never received. I filed a complaint with paypal and they went in my favor but that person doesn't have any funds in their account right now. So how can I get my money back?

Call PayPal's Customer Service (1-402-935-2050). They should be able to provide you with your options. Also contact eBay and file a complaint there.

Did you use a Credit card? If so, call the company about a chargeback. Did you look what was behind the 100% rating?

If you paid by paypal you can get you money back by filiong a dispute, unless the guy has closed his acount then you cannot get anything back

sounds like you are screwed, unless you want to pursue them in small claims. ebays "protection" costs you $25, so if you bought something for less than that, there is no point - you'll just owe ebay money.
