Yes, they shoot them, but the ammunition that they use does not possess the projectile only the explosive compound ("blanks"). However, human error has attributed to death on the set (Brandon Lee, Mark Heckstrom-I think that was his name)and I am sure others who I am unable to name!

In Queensland Australia is Movieworld. I went there in 2003 and went to the behind the scenes of some movies. I remember that during a Mel Gibson and Danny Glover scene in one of the Lethal Weapon movies where they did a shooting scene in a hotel room. They have an imitation gun they use and then the sound effects are added after the scene is shot.

bruce lee died because when he was filming a movie he had a gun shot at him... of course they were using blanks but they didnt know that a bullet had gotten lodged in the barrel... when the blank was fired it propelled the bullet out of the barrel killing bruce lee
