Alton, Illinois is said to be one of the most haunted cities in the world. It was the site of a prison during the Civil War with particularly harsh treatment of prisoners. After the war, the prison stood for a while, then people started taking the stones from the walls and distributed them throughout the town, using them for walls and all sorts of things. It is believed the spirits of those who suffered followed the stones.
Probably the most haunted buildling in the world is the Tower of London, site of hundreds of executions. Ghosts here include animals from a menagerie that was once kept on the grounds, two young princes who were killed there, Queen Anne Boleyn (said to lead a ghostly procession of lords and ladies to her grave), and the Countess of Salisbury -- 70 at the time of her execution, she refused to lay her head on the chopping block and ran, causing the executioner to chase her and hack at her neck until she died. It is said that the countess can be seen re-enacting her death.

In the US I would say Gettysburg's Battle field because of all the bloodshed in such small amount of time.
In the world I would exactly say a country in particular every town has a story.
BTW
I Truly doubt the gypsy people are the cause of hauntings in Rumania if anything its more likely to be caused by brutal leaders and bloody history of the country.

I have heard something about Eureaka Springs, Arkansas having some seriously possessed places...
