When the roman's buil roads, the were able to create coin money and better systems of education and trade. Am interested in knowing what might have happen in history to create the need for kings and queens?

The Romans, too, had rulers, who were called Caesar (the German rulers were called Kaisers, after the Roman leaders). Julius Caesar was only one of a long line of Roman rulers and prior to the Roman Empire, the Greeks had their kings. Every country in the world has leaders, just as every tribe has leaders, to coordinate plans, direct the growth and oversee conditions for the tribe. They are called by different names, but they serve the same function.
No single event in history led to the evolution of leadership: it is inherant in mankind. If you think of your own life, every group you are associated with has a leader, whether he or she has a formal title or not. Cities, states and nations are no different. Just think of the chaos that would occur if there were no leaders, no regulation, and no planning.
So the answer to your question is that there was no event in history that created the need for kings and queens -- they were simply new names for positions that draw their roots in pre-history.

Agriculture. We were all just a bunch of small tribes until agriculture. Then we all did not have to hunt or gather food. Agriculture makes it easier to feed everyone. Since we were no longer only worried about survival we had more time to think. We were able to amass wealth and armies and feed the armies with agriculture. Kings and queens were needed to lead the armies.

There are two questions here, why did people choose to lead/control and why did others follow?

People choose to lead or control usually for selfish reasons and occasionally for altruistic ones. Leaders usually do less manual labor and almost always get their pick of tasks (in a small group) It is natural for humans in a position of power to seek more power.

People choose to follow almost universally for selfish reasons (even "not dying" or "a better life for my children" are essentially selfish reasons). Usually some form of protection is promised in return for loyalty to a leader. This may be protection from outsiders (bullies, raiders, other armies), protection from nature through public works (bad water, bad weather, famine, animals), protection from insiders (theives, murderers, con artists), or even protection from the leader himself (racketeering, military dictators, bullies)

The need for kings and queens is no different than the need for pastors and teachers and shamans. It has been in my opinion ever present in the human experience to one degree or another.

As society developed, some type of organization was needed, post-"Neolithic Agricultural Revolution" when man supposedly quit being hunter-gatherers and decided to be farmers...as more and more of society developed, some people who were smarter, faster, stronger, more manipulative, etc. were able to move into lead positions within the organizations.

human beings are a very competitive species - in order to be cooperative (which we need for survival), we need organization and a system of rules and consequences to force us to act appropriately within that organization. kings, queens, dictators, religions, etc. arose out of this need. they provided the stability, but often demanded a high sacrifice from the governed. even democracies demand a high price for the stability of civic governance
