The upper level is usually normal, but the lower level is always cold that you cant tay down there for long.The hot air circulation is very poor. If you put your hands closer to the vents yuo feel the hot air but doesnt circulate properly. Can some one tell me what might be the cause ?

The hot air has lower density, so it rises to the top level. This can be a problem even in a single room: The air near the ceiling is warm but by the floor it is cold.

You can solve this problem by adding a duct and fan to mix the air better. Very cheap to buy and very cheap to run (pennies per day!), but your furnace may run more since it will be heating more of the house.

You can even do it yourself, if you are handy. Figure out a way to run an air duct from near the ceiling of the top level down to the floor on the bottom level. (This might be possible to do with two closets, if one is directly above the other.) The duct should be pretty big, like at least 12" diameter. Then get a fan to put at either end to move air from the top to the bottom. If it is all sealed up well, so the fan really moves all its air through the duct, then warm air should pour out the lower end. Within a few hours, your air temp should be much closer on the two levels.

Needless to say, don't run the duct outside the house! It will lose too much heat.

Hot air rises. You might try closing off the vents on the upper level to see if you can get the lower level warmer. The warm air from the lower level will continue to rise to the upper level.

First replace the air filter and vacuum around the area.
It is likely your air ducts need cleaning and or your blower motor is bad.
Every other summer you should have your furnace inspected and serviced when the demand for service is down. Don't put this off till fall and winter or you will be left out in the cold.

The furnace needs to be serviced periodically, specially if its an old one. Filter has to be changed every year. Clean the ducts as they accumilate dust and pet hair.

The vents might need cleaning, or you might need to replace the filter.
