Go to the teams' websites. A lot of them will have sections specifically for employment opportunities. I know in the National Hockey League, the NHL maintains a separate web domain (hockeyjobs.nhl.com) for that.
If you really want to be a higher-up, like a GM or whatnot, go to business school and get an MBA. That's an absolute pre-requisite for all prospective execs who are not former players-turned-whatever.

Contact the teams office and talk to the human resources department. Ask for their fax number and send your resume. A cover letter showing your desire to work for them but with not too much gushing. They want to hire someone professional, not just a fan.

you have to work your way up. first you could be the guy who gives the players the Gatorade. then you might work your way up. never know. or just do it the easy way. contact the NBA. you need experience though. and education.
