They are the same thing, but a cubic metre is used when you are dealing with volume. You measure by the number of 1x1x1 meter cubes you can fit in the object. you say something is x cubic metres. A metre cube is the actual cube that is 1x1x1 meters

Both give same meaning. In case of 'cubic metre', metre is noun and cubic adjective. in case of 'metre cube', cube is noun and metre is adjective. The exact meaning of 'cubic metre' is the multiplication of lengths (in metre) three lines orignating from a point in 3 directions (x, y and z). The exact meaning of 'metre cube' is the volume of the a cube in terms of 'meter'. Literally, both are equal. Either of them can be used as unit.

The difference is that a cubic meter is a volumetric measurement of a cube one meter by one meter by one meter, and a meter cubed is 59,319 inches or 1,521 meters.
