I am going at the correct times but she is never there. Please someone help!

It depends on timing. In GTA:SA the girlfriends' availability seems to work around a 'work schedule' for them. Millie, for me, always seemed to be available in the late morning. I'd check around 10:00 am, or even noon or so, and she'd be there. If not, just reload, and try again. Or save a few times, so time passes, and come back.
It's mostly a game of chance, aside from the timing.

stand out side for a day in the game, if the red thing doesn't show up after that amount of time either you didn't pass the mission you need to start dating her or you killed her, if you killed her wozie would call you and have told you to go in her house to get her key card, try to enter.

She has tio arrive sometime.
If you are there a week, that would suggest she has moved .
