Clarence Boddicker. I mean, come on, he made Murphy into Robocop, and that actor who plays Clarence (I forget his name) is sooo good at those badass rolls.
Cain has a soft spot (shown when he hesitates at killing that girl that works for him), while Clarence doesn't hesitate to throw his best allies out the back of a moving truck after they get shot.
And yes, for whoever asked that question, a lot of people have watched all three of those movies.

Clarence by far. Better actor, and a more defined character. He was so vile you almost loved him. "can you fly, bobby?" who can beat that?
