does it refer to alexandria mouseion or something else? if it was after the mouseion, do you know why?

Well 22 is one step away from 23, which is I believe one of the highest ranking degrees of Mason. Possibly because of Alexandria, VA which he would have been familiar with.

I think thats the name it received when it moved from its Penn. obedience and moved to a Va. charter. It was assigned. He was a member. Later when he died, they re-named it Alexandria-Washington Lodge no. 22.

Nah, the highest rank of masons is 32º, and there is an honorary 33º.

But I have no idea about why he names it what he did.
