I think the FBI has a good fingerprint recognition library that can be studied. I don't remember exactly the conditions of use, but I clearly remember that in order to have a copy you have to fill a form and then wait for a copy to be mailed ( I mean surface mail ).

If it's not the FBI, then it's another federal agency.

Recognition for what though? For a car door...front door to your house...? Do you mean fingerprint for something that usually requires keys or a code? You need to add details.
