I'm in the process of washing walls so I can repaint them. I've been using a sponge mop for the higher parts of the walls and the ceiling. Of course, I still have to use a rag to get into the corners but the mop really is a time saver and a back and arm saver as well. As for a cleaner any all purpose cleaner like Pinesol or Mr Clean is good.
Here are some tips for cleaning marks off walls:
For ink and marker, try spritzing with hairspray. Leave it sit for a few minutes, then wash area with a good cleaner like Mr. Clean. You may have to repeat the hairspray application a couple of times.
For crayon, use warm water and a plastic scrubber like those for non-stick pans.
For greasy film like that left by tobacco smoke or in a kitchen by the stove, use a product with trisodium phosphate in it. Works great for getting rid of dust, grease and the like. Also acts as a primer so you can repaint walls with any paint and not have to worry about what type is already on the walls. TSP can also be used as a general wall cleaner even if you don't have tough grease or tobacco film.

Try a power sprayer or sand blaster. Or both. That'll get those greasy fingerprints off the walls. Slope the floor towards the sides for proper run off.

I use Grease Lightning and the Mr. Clean sponge afterwards...works wonders.

for spot cleaning try the mr. clean magic eraser. it works like a charm, and is as easy to use as a damp sponge.

IF OIL PAINTS then the above methods given by others will be applycable.
IF distemper? its WORTHless!
Best way remove the distemper and use" ASIAN PAINTS".

go to the hardware store and buy some TSP. use the solution with a sponge mop. quick anf easy.
