The only way to actually do it is to have all of the CDs or floppies that came with the computer. You would have to reformat the harddrive and install everything from scratch. In some cases, manufacturers include a "rescue" CD or floppy that you can use to save yourself some pain.
I admire your willingness to put an old computer into use but you'll be pretty hard-pressed with Windows 95. It's highly unstable, unreliable, and insecure. I would suggest installing Mandriva Linux on the machine or recycling it and investing a couple of hundred dollars on a modern machine, if this is an option for you.

Most PC's sold come with a "restore" disk that can be used for reinstalling or restoring your computer to it's factory "brand new" settings. However, if it originally came with Windows 95 it may simply have a Win95 cd that came with it, which will let you reinstall the core operating system back to it's default but will not have any extra installed drivers or settings or configurations that the company may have added.
