If you informed your landlord at the time you made payment for the last month that you will be leaving by the end of the month but you actually leave earlier in the middle of the month the landlord has the right to rent his apartment to any other party after you leave and benefit from the rent of the remaining period. If you don't like the landlord to benefit from the rent of the remaining half month hand over the keys of the apartment to the landlord at the end of last day of the month. In this way you will have the satisfaction that you utilized the apartment for a full month. Some landlords however do offer refund of rent for period apartment remains vacant but this applies only to a few kind ones.

Of course they can. The landlord owns the property, and can charge whatever rent the renter will pay.
