Yes, it is free. PictoChat is not online and you can't be more than 30 feet away. So you're better off just talking instead of using PictoChat. Connecting two systems or more is absolutely free. So is going online (Nintendo online is free but third-party developers may charge for online).

YES. IF YOU COULD DO THAT WITH THE FIRST DS, THEN YOU CAN DO IT WITH THE DS LITE.
