No, he just sponsored the bill that allowed the internet to become what it is today. Gore's exact original words during a Wolf Blitzer interview were, "During my service in the United States Congress, I took the initiative in creating the Internet." The 1988 High Performance Computing Act did lay the groundwork that made the internet possible by establishing a national computing plan and linking universities and libraries via a shared network. In 2005 Gore was given a Webby Awards for lifetime acheivement for three decades of contributions to the internet!

The Internet was generally considered to be invented by the Pentagon in its attempt to build a strategic response system that even if many of its nodes were taken out by the Russians, the system can still work and launch the retaliation. WWW, the main interface of the Internet we are using now was invented by Tim Berners Lee in 1994.

No he didn't invent the internet he misspoke during his campaign and the press had a field day with it... he claimed instead that he coined the phrase internet super highway... but he didn't do that either.
