It's an episode that pitches the idea of the show to an audience. If it seems the response to the pilot was good, they go on with the production of the show. If the response was bad, they scrap the show.

A TV pilot basically lets the network execs see the kind of show they'll be getting if they buy that particular series. They use these to decide if they want more episodes. Sometimes shows will have 2 or 3 pilots before finding the right casting "formula."
These pilots are usually viewed as the debut episode when the series airs.

I think they are just a longer version of the show that is like a test run for the show, to see if it will get enough rating to keep it on the air. I have also tried to locate that first epsiode of TP and cannot find it, not all of them were released to DVD.
