Well I know this one because I am a makeup artist and this is one of the many questions that I get. Remember the eyes are the main focus on a womans face. Especially doing eye contact.
One could argue that the eyes are the most important feature of the face, since we tend to look at them the most. To make them stand out, follow the tips below:
Steps:
1. Use eyeliner only on the outer rim of the eyelids, not the inner rim.
2. Blend eyeliner with a cotton swab rather than leaving it as a harsh line.
3. Avoid drawing eyeliner on the inner corner of the lower lid; instead, start the line at the beginning of eyelash growth or even closer to the middle of the eye.
4. Use a light shade of eye shadow on the upper lid leading up to the brow, which will open up the eye. A darker color can be used in the fold of the eye.
5. Consider wearing false eyelashes to give your eyes a more wide-eyed, innocent look. Be sure to use natural-looking eyelashes.
6. Curl your eyelashes with an eyelash curler before applying mascara to give you the same effect as false eyelashes.
7. Try a black mascara if brown does not bring out your eyes enough.
Tips:
Chill your eye pencils before you sharpen them. They'll be less likely to break.
Try getting a makeover the next time you're at a cosmetic counter. Ask the person who does your makeover to help you emphasize your eyes.
Lining your eyes all the way around will make them look smaller, not bigger.
The Brighter the Better! By adding a small amount of shimmer to the bottom outer corner of your eyes, you can make them look wider!

Forget the white liner, My eyes are naturally small, (thanks to my dad lol) and I make them look huge by applying a eyeshadow on both my top lid and under (it looks like i smuged some black on the bottom) I do 1/2 my lid(inner corners) with a light sandy color then I apply a glittery black or dark brown to the outter corners, I line it with black, try a elongating mascara(Few coats, try dream lash or w/e by Maybelline), then to top it all off liquid liner 'tails' Like where you extend just the ends out egyptian style, except blend the darker eyeshadow in so it looks more natural not just a boring line lol.

Apply about 2 layers of Lash in a Tube mascara that really helps it's about $7.00 at drugstores and then put some eyeshadow that really brings out the color of ur eyes.

Black mascara, and dark eye shadow on your upper lid, you know there are all kinds of make up books available nowadays you should check em out, that's how I learned how to apply my make-up & what colers etc worked best for me

1)Use a light eye shadow like white or light beige with a little sparkle just below the eyebrow..
2)use a light concealer or a light eye shadow ^ under your eyes
3)line your upper lid with black eyeliner VERY VERY thinly.
4)curl your eyelashes and use black or brown whatever color mascara JUST on your upper lashes..
Trust me on this.I perfected the technique of great make-up..Just try it and you will see the difference!!

outline the inner corner of your yeyes with white eye pencil or eye shadow. Blend it very well. The same applies to optically "enlarging" the upper lip.

ok, buy the neutrogena soothing eye tints in the light pink color TRUST ME IT WORKS. put it all around your whol eye then use a dark black mascara. IT WORKS I PROMISE. it makes your eyes look really big without using eyeliner and looking all metallicish. it looks very natural.
