It is natural for dogs to lick themselves.
However, if it is excessive, there are some things to check.
1) Is there any discharge from urinary tract? If so, a vet visit is needed.
2) Does dog have evidence of fleas? Apply flea treatment, the best is Advantage, available from vets or online pet supply stores.
3) Does dog have dry skin? If so, treat this.
4) Has dog been de-wormed?

If your dog is excessively licking himself, the best place to start is a visit to a veterinarian, if you love your pet, the cost is worth it, to have it healthy and happy.

If all the above, etc. check out okay, then decide where and when it is appropriate for the dog to clean himself, and when he is in that spot, let him be. When he begins to anywhere else, tell him firmly to "STOP", and pull his head away and hold it (firmly but gently) to give him the idea of what you want. Most dogs will learn this fairly quickly (a week or two of consistent teaching), and either refrain from doing so except in the designated place, or quickly respond to a reprimand if they do.

There a dog, it's in their nature to lick. But if their licking somehting you don''t want them to, then you just tell your dog to stop.

If he's licking at his paws a lot- then it's allergies. You can call your vet to find out how much benadryl to give him daily so stop it.

some dogs are just like that. try filling a kong with peanut butter then freezing it. or catch him in the act and tell him no and when he stops reward him

sounds like allergies, if not can be a habit, the habit usually starts because of the allergies.
