the hot pavement creates a layer of hot air just above it.. and the cooler air above that make a difference in density barrier.. which reflects light... as long as it is below a specific angle

Heat - it causes a kind of mirage when the heat leaves the pavement.

It has something to do with the heat getting so intense that it distorts the light waves

Reflection is probably only from mirrors. You mean refraction?
