WEll, to tell the truth u should have told him yes int he first place after two weeks he feels hurt and confuse y didn't u ask him out? He's hurt and thinks that u ditch him.
THis is another reason that will be 42% true but maybe he likes another girl
What i suggest u to do is try tlking to him and tell him "i'm sorry and i ........" let me make this clear. DO NOT LIE. I repeat DO NOT LIE. After he found out that u lied to him. he's going to get more hurt and he's gonna think that u betryed him try saying this " I'm sorry what happen but i was just that i couldn't make my desicion. (I was kind of busy that week and i didn't think about u) only if this is true.Canu forgive me and do u want to goout during the weekends?"

I guess you learned a valuable lesson. If you want to go out with a guy, say yes, because a "no" or "maybe" will offend his dignity and he is unlikely to view you the same way again.

2 weeks is alot of time but i think that u should tell him how u feel or your going to keep wondering "What if.....". Just let him now how u feel but make sure you also say u understand that he justs wants to be friends.

Well, he figured that you werent interested in him and you lost your "shot" at him.
Go on to your next guy and dont give him so long. Guys want a "date" not a romance...

Move on.. It is obvious that his intentions were more than a friend's.
Besides, if you had to think about it for two weeks, I would think you don't want/need him.
