4X - 8 is the length of each side

4B-8+4B-8+B=29

B IS THE BASE

Now combine like terms

4B+4B+B=9B

-8-8=-16

So 9B-16=29

9B=29+16

9B=45

B=45 divided by 9

B=5

4 times the base of 5 is 20 minus 8 = 12
