Nothing can top Excel Saga in the insane category but you could try the Yotsuba& manga's they're hilarious ^_^

Azumanga Daioh is not quite as insane as Excel, but is very funny and keeps up the same frenetic pace.
Magical Shopping Arcade Abenobashi, on the other hand, IS as insane as Excel.

Yeah! Read and watch Fruits Basket!!!!!!!!!!! The dudes there are so HOT! Especially my beloved Yuki-kun! it has a great plot too! Lot's of drama along with romance and humor! Really great!
I also love Hana-kimi! Hilarious and romantic(read)

No way man bastard was totally awesome anime !!!!...Dark Snichard ruled... that guy above me doesn't know what hes talking about.
And a totaly insane anime is BO -BO -Bo bo bo..its on cartoon network saturdays at 10 pm ..it soo ridicoulsand stupid it s funny as hell !!!!!!!
