As far as a privately owned dwelling is concerned, zoning regulations may very well prohibit the number of unrelated people that can live in a dwelling unit. A person who owns, lives in, and rents out rooms in a single family home may be considered to be operating a boarding house or other type of commercial venture. These situations are usually prohibited by local zoning regulations.
