"Dry loop" is simply DSL over a phone line without purchasing the voice service. Some telcos may do it, others won't. If there is a competitive carrier in your area, it might be possible to get it if your LEC doesn't offer it.

You still have to have a phone line to the premises, you're just not getting phone service on it.

that is not possible. you must have phone line!
if u want internet connection, consider buying cable internet
