Yes, it resembles Outlook Express on the Windows OS. So, if you like Outlook Express, I think you will enjoy the new Yahoo! Mail. If you never used Outlook Express I think you will still find it easy to use with a simple interface.
(I'm not sure if this is the "new" one you are talking about, if not sorry.)

I am using the Yahoo! Mail Beta with the IE 7 Beta 2. I like them both. The IE beta can tell you if a link that you click in an email is a fake link and let you report that link as bad. The Yahoo mail has tabs not windows for things like contacts. Can reply to the email and not loose the other screens... like if you need to look up a contact in the middle of composing you can click Contacts and there will be a new tab in Yahoo mail that has contacts. then you can copy and paste the contact in to the page with out having to save the email or change windows.

After a few months on the waiting list, I finally got Yahoo! mail beta. At first glance, it is very pleasing to the eye. There are a number of features found in the beta which you will not find in the current version. You can drag and drop messages to folders or subfolders. The beta offers RSS feed integration, not seen in earlier versions. I enjoy using the tab browsing feature. The beta still has the address book and calendar function. But, in all honesty, I prefer the current version over the beta. For one thing, it is very slooooooow. Yahoo! claims it has fixed the problem but it's still too slow for my taste. The beta still freezes every so often and it's very annoying. Whenever I sign into Yahoo! mail beta, it always asks me if I want to return to using the old version, which for me it sounds like they don't even trust the beta version themselves. Hopefully, when they are ready to release the new version, Yahoo! would have fixed the above problems.

Yes, and it's very nice. As someone else said, it's much like Outlook Express, or even Mozilla Thunderbird, but entirely web-based. It is very different from GMail, and personally I think 90% of users will probably prefer the new Yahoo Mail, as it's easier to use and "prettier".
Also, Yahoo doesn't claim to be "reading" your mails and targeting ads at you based on what's in your personal mails
