I'd consider them an immature idiot. Definitely not a friend, but not worthy of being a foe either.

I would certainly hope anyone getting called derogatory names by another would recognize the obvious lack of respect and friendship. This is intentional mistreatment from someone with serious self-esteem and insecurity issues requiring professional help and counseling. This person should be considered and treated as a threat.
People who name call are similar to a parasite sucking the life from you. Put them in check and move on.

Why would a 'friend' call you names?
Someone who calls you names is not necessarily a 'foe' either...so your two choices are not realistic...sorry.

No, maybe I did something wrong and really upset them. If they kept doing that and we couldn't work things out, I would probably avoid them, but they wouldn't become foes.

Not a friend, maybe just a mean person. Does foe mean enemy?

I would not consider that person a friend --but that the person does have a serious personal problem, and is taking it out on you
