Pop-up blockers have an option on the tool bar (above) to allow pop-ups if you want. Try Yahoo's pop-up blocker. It's rare but sometimes I allow a pop-up. Most legitimate sites do not use them anymore. I think they are truly annoying!

It depends what popup blocker you're using.
One way that probably works for all of them is to go to:
control panel->add or remove programs
and uninstall it.
