Papercuts hurt because paper is a very fine material at the edges. Imagine being cut b the most thinnest blade.

Papercuts hurt badly because the paper doesn't cut too deep; it cuts just enough so that it skims the nerve endings near the surface of the skin, which then causes them to send pain signals to the brain.

I really don't know why, but I agree that they really hurt. I have one on the second joint of my index finger. A small paper cut on your finger will throw your entire hand out of whack.
