You need to have a program to do it and then you need to work with it so it recognises your statements.

With Microsoft Office 2003 there is a Language Bar. Right Click the Taskbar (big blue bar on the bottom of the screen) and go to Toolbars and then select Language Bar. Then open up Microsoft Word or something and then click on Microphone then click on Dictation. Now you cna start talking and it will appear on the screen but make sure that you have click on the document so you can start typeing.

Windows XP has this also. Do the same as Office 2003. When you have it on the task bar select the Microphone. You will now need to go through the recognition program to teach it and you.

Microsoft supplies speech software with their XP systems. If you use Word or Excel, simply look at the Tools menu and check the Speech item.

Microsoft has several options for Speech capabilities of Windows XP systems. Please see the sources below.

e-Speaking is a Voice and Speech Software product offered as shareware for $14 and was designed specifically for use with Windows XP systems. While it can be used for dictation, this software was originally designed for command and control of your computer by speaking. The dictation engine used by e-Speaking is based on the SAPI speech engine from Microsoft.

Look at the video of e-Speaking:

Look for software called Dragon Speak. Takes a little time to train it though.
